As Administrative Manager for the California State University Police Department at Sacramento State, Frances played a critical role in overseeing administrative operations, financial management, human resources, and departmental processes that support campus safety and community well-being. Her leadership helped strengthen organizational performance, streamline operations, and foster a culture of accountability and service. A proud U.S. Navy veteran, Frances brings a disciplined and mission-driven approach to leadership. Her professional experience spans budget administration, project management, organizational development, and cross-functional collaboration across multiple divisions within higher education. She has successfully managed multimillion-dollar budgets, led process improvement initiatives, and supported executive leadership in achieving strategic objectives. Beyond her administrative accomplishments, Frances is a passionate advocate for Pacific Islander communities and a champion for diversity, equity, and inclusion. She has dedicated significant time to mentoring students, supporting leadership development, and creating opportunities for historically underrepresented populations in higher education. Frances earned both her Bachelor of Arts in Sociology and Master of Arts in Political Science from California State University, Sacramento, and continues to pursue advanced leadership studies.
